Hyflux prospectus - issue of perpetual securities May 2016

I have looked through the 197 page prospectus.
Most of the information concern administrative matters or are general precautionary statements.
The financial information are from page 134 to 170. 
There are the same information stated in the annual accounts.

However, investors should have taken note of that the company had already started to make losses during 2015 and 2016, as follow (page 122 to 129 of the prospectus).

Profit/ (Loss) per share
1Q 2016  (0.64)  for 3 months only.    
2015        (1.05)
2014         1.66
2013          2.42

This was probably due to the loss on Tuaspring, but it was not highlighted. (maybe I missed it).

By that time, it must be quite certain that the board was aware of the financial situation and the losses that are being incurred.  They might have grossly overstated the value of Tuaspring asset - given the loss in the power generation and water desalination.
